Deliverology is a systematic process for driving progress and delivering results. Twenty years
ago the idea was emerged by Sir Michael Barber in the regime of Prime Minister Tony Blair at
UK. In addition to education sector it has transformability nature to improve quality of sectors
like health, education and crime. Sir Barber, who is yet the head of the program deliverology,
while giving the concept for the participants expressed the way certain countries achieved
outcome of quality education by implementing deliverology. Punjabi in Pakistan, Brunei, UK
and Republic of South Africa are some examples. It is an emerging science of getting objectives
and targets achieved in government. And, it is a systematic process for driving process and
delivering results in government and the public sector. As the principle of deliverology guarantee
the combination of the right mind-set with the methods set out will guarantee results in the
principle of deliverology.
Deliverology in case of education sector is a new and effective tool used to achieve quality
education in short period of time. Higher education can be transformative for both the individual
and a country and deliverology is the best solution to transform Higher education. To improve
quality of education and alleviate problem of employability of the new graduates, a new concept
called ‘Deliverology’ is introduced. It has been defined in different ways as:

the science/art of delivering on goals and promises. It is the quality improvement method
to meet the national target.
As a result, building a strong delivery unit (i.e to develop a culture of delivery) is a driving force
to meet the mission and vision of OBU beyond the realization of deliverology unit plan. So OBU
assigned a focal person for deliverology unit in2018. From then on, Deliverology unit with great
commitment of higher officials has been working on principle of deliverology to implement
seven strategies set by higher education institutions To implement deliverology the principle is
to start with the problems / gaps / opportunities: there certainly areas that are easier to measure
and target. These gaps are filled by implementing the seven strategies: Student assessment
Teacher assessment, Comprehensive Continuous Professional Development (CCPD): Higher
Diploma Program(HDP) and English Language Improvement Program(ELIP), English Language
Enhancement for students, Career services, Internship programs and Tracer studies.
National Target: The Ministry of Education has set ambitious goals for the Higher
Education sector, i.e>80% of graduates employed with degree-relevant employment.
Teacher Competency & Pedagogy, Student Learning and University – Industry Linkages are the
three major challenges to employment identified by MoE. To tackle these challenges seven key
strategies mention above were designed. The expected outcomes of implementing these
strategies are improved
teacher performance through reliable, independent, transparent & validated assessment
student competencies (knowledge, skill and attitude)
teacher Pedagogical Capability and skills (after HDP) and English Language proficiency
Students who can write and communicate well in English
Students are aware of their potential career paths and possess the necessary soft skills
technical skills and work ethics
Reliable data on graduate employment after graduation
Consequently, Deliverology unit as an integral part of its objectives with the intention to bring
about the needed change in the education quality has made linkage with Haramaya University to
start the Higher Diploma Program (HDP) in 2018/19 academic year.
Higher Diploma Program is believed and it involves maintaining and enhancing the knowledge,
skills and experience that relates to teachers professional activities. It involves the development
of those personal qualities which are required for carrying out professional and technical duties
during a professional’s life. It provides training for higher education institution teachers to
maintain and develop professional competence, creativity and innovation.
Accordingly, for the last 4 consecutive rounds 210 OBU academic staffs have be given HDP
training with collaboration of Haramaya University. This year in 2022/23 Academic year OBU
provides 5 th round HDP and 4 th round ELIP training independently.
To improve in English language proficiency ELIC were established in 2011E.C to enhance the
communication skills of our graduates which increases their employability, to enable students
confidently use English for various purposes and to enable teachers become more self-reliant,
innovative and committed in developing their English skills. In line with these objectives, we
have been working with Haramaya University ELIC in which the ELIP training have been given
for one year by the training staff of Haramaya University for the last 3 years on various areas:
classroom English, scientific Writing, research paradigms, oral presentation skills.
Career Centre / Career Service
The purpose of Career Service Center is to improve students’ soft skills (writing resumes/CVs to
improving interview techniques with recruiters.), entrepreneurial skills and career development
through intensive trainings, career guidance, counseling, job fairs, career weeks and other related
activities in order to ensure the employability of graduates, to provide career counseling services
a process that helps students to know and understand themselves better and the world of work in
order to make career, educational and life decisions and to improve students’ soft skills,
entrepreneurial skills and career development through intensive trainings, career guidance,

employability of graduates.
For the last three years since the establishment Oda Bultum University career center, graduates
was given training on the required skill and participated on job fair and career week with the
cooperation CUSO International Volunteers, derj.com(Mind Solution), Entrepreneurship
Development Center( EDC), Haramaya University and Dire Dawa University. Furthermore,
OBU graduates are included in dereja.com data base and they search for job using dereja .com
website and this great opportunity is only for few Universities. The center will continue its duty
making significant improvement in career service for the better benefit of our graduates.
Tracer Study
University Graduate Tracer Study (GTS) is becoming a recognized practice which is used as an
important input to improve the relevance of higher education worldwide. A tracer study implies
tracing graduates of higher learning institutions, whether they are employed or not, as well as
assessing how effective and efficient education and training centers are in meeting their
objectives of creating qualified labor force. These studies involve identification and follow-up of
graduates from higher education institutions (HEIs) spurred by the need to give careful
consideration to how graduates view the experiences they underwent during their study and their
transition to the job market. Graduate Tracer Studies can be defined as retrospective analyses of
graduates through a standardised survey, which takes place sometime after graduation, normally
between 6 months and 3 years.
As Oda Bultum University Deliverology unit, Tracer Study has been under going from 2010
onwards. But the objective of Tracer study did not met, since, it is only the first phase of the
study that has been conducted. It is also too cumbersome to go through the full package of
tracers study because of many reasons unless it is organized from the center (MoE).
Finally, Strong and well institutionalise Deliverology unit plays a vital role in attaining the
mission and mission set by Oda Bultum University. Therefore, harmonised support and
cooperation of the top management, directors, deans, department heads, coordinators and
individual instructors ease the implementation of deliverology unit strategies.
